I created this picture using the many tools in Illustrator. Some of the tools include the shape building tool, the shape tool, pen tool, and the Selection tool. For the buildings, I used the pen tool and some images to trace the buildings and insert them into the photo. Even Mt. Fuji was traced using the pen tool. I also used the spray tool for the stars to put them all over the sky. I inserted some silhouettes of people, and used the image trace option to make the silhouettes a vector image. Before doing all of that, I had to make the sky and background with color gradients.
